Governance

Faculty members in the Department of Psychiatry primarily are situated in fully-affiliated teaching hospitals (some partially-affiliated or other sites) wherein they carry out their academic duties. Each teaching hospital Department of Psychiatry is headed by a Psychiatrist-in-Chief (PIC) appointed by the hospital with the advice of the Chair of the Department. PICs are identified through a hospital-led search process and appointed for one five-year term which may be renewed for a second five years following successful review. Only in exceptional circumstances would a third term be awarded. Table 1 lists PIC’s in the fully-affiliated teaching hospitals.

In addition to being situated in a teaching hospital and reporting to a PIC, each faculty member has an academic home in one of the Department’s 14 academic divisions or programs. Academic divisions or programs are led by senior academic staff, identified by a Departmental search committee and appointed for renewable five-year terms. Below is a list of the Department of Psychiatry’s Program and Division Heads. It is notable that seven of 14 Program/Division Heads are from disciplines other than psychiatry, reflecting the Department’s commitment to interdisciplinary leadership. A program or division consists of an identified centre of excellence in the Department and a network of participating sites. The centre of excellence refers to that site where most program or division resources are concentrated and where the program or division head is located. Job descriptions for each faculty member are developed by the PIC and the relevant program or division head and each faculty member has a dual reporting relationship. In some cases, faculty members may have a primary appointment in one program or division and a secondary appointment in another and in a few instances, faculty members have two primary programmatic or divisional appointments.

The Chair of the Department is advised by a Department of Psychiatry Executive Committee. The membership of the Executive Committee is listed below. The Committee meets twice monthly and considers matters relating to all aspects of the Departmental mission. Each member of the Executive Committee is appointed by the Chair for an indefinite term. Members have specific portfolios and each member of the Executive Committee, with the exception of the Vice-Chairs, Clinical Affairs and Programs and Planning, chairs a departmental committee with representatives from hospitals and programs/divisions in relation to his/her area of responsibility.

The Executive Committee also functions as the Department of Psychiatry Appointments Committee. Requests for academic appointments consist of supporting letters from a PIC outlining institutional needs and arrangements and a program or division head outlining proposed academic duties along with the appointees curriculum vitae and letters of reference. Requests for full-time clinical academic appointments approved by the Appointments Committee are forwarded to the Dean’s Full-Time Appointments Advisory Committee for review. All senior academic administrative appointments in the Department of Psychiatry are filled by a search process which is advisory to the Chair.
